The Council is APFNet's advisory body and a forum for exchange among members. In line with its Rules of Procedure, the Council comprises representatives from each member and meets once a year to advise APFNet on strategic direction, policies, and annual work plans. 

APFNet partners and interested stakeholders can join the meetings as observers upon request.

Dr. Sokh Heng (Cambodia) and Mr. Nishantha Edirisinghe (Sri Lanka) currently serve as the Council's Chair (term 2022-2025) and vice-chair (term 2024-2027).
