facilitate and support the work of the Board of Directors, the Council, and other APFNet advisory groups;
manage the process for receiving, approving, and funding project proposals and monitor the implementation of these projects
carry out capacity-building programs, and organize policy dialogue events.

Dr. LU De took office as the second Executive Director of APFNet in September 2017. Now he is in his consecutive second term.
During his terms of office, Dr Lu De has led APFNet to advance with remarkable achievements, including co-proposing The Global Network for Sustainable Forest Management and the program operation to support High-Level Dialogue on Global Development and SDGs, establishing several new platforms to enhance regional policy exchanges, assessment of APEC 2020 Forest Cover Goal, APFNet ten-year review for future development, development and implementation of integrated forest planning and demonstration project to support GMS high-level forestry commitments, membership and project-funding expansion to Latin America, etc.
Before joining APFNet, Dr LU De served the State Forestry Administration of China (now the National Forestry and Grassland Administration of China) in forestry-related international cooperation for almost 30 years, when he accumulated extensive knowledge of and experience in global and regional forestry processes and cooperation. This has also helped him form a profound understanding and insights into regional forestry development.
Dr. Lu De's engagement in APFNet has been as early as initiating and establishing the organization when he played a crucial role in planning strategies and programs.
Lu De holds a Bachelor's degree in Forestry from Northeast Forestry University, China, a Master's in forestry from Melbourne University, and a Doctoral Diploma in Ecology from the Chinese Academy of Forestry.
Mr. QU Guilin was designated as the first Executive Director in September 2011 by APFNet host economy (China), and took the second consecutive term through September 2017.
Under his leadership, the APFNet had grown tremendously from an idea first introduced in Sydney Australia to where it stands as a regionally-recognized organization. Remarkable achievements Include institutional formalization, strategic plans, wide extension of programs and projects under four pillars.
Prior to working with the APFNet, Qu had served State Forestry Administration of China (now renamed as the National Forestry and Grassland Administrations of China) for over 30 years in forestry related international cooperation, including 13 years as the Director General of International Cooperation, where he alsoengaged in APFNet development.
