Background

It has been well recognized that timely and reliable information is very important in strengthening sustainable forest management and planning and policy formulation in the forest sector. In collaboration with other international organizations, ITTO and FAO have been the leaders of collecting, compiling, and disseminating statistics on global forest products production and trade. The statistics have been widely used by scientists, policy-makers, private sector users all over the world.

Enhancing statistical capacity on forest products at the national and regional levels has been a critical part of the organizations’ ongoing efforts to improve data quality of the forest products statistics provided. To further promote those efforts, and in consistence with the MoU between ITTO and APFNet, a Workshop on Forest Products Statistics in the Greater Mekong Sub-region (GMS) co-sponsored and co-organized by ITTO, FAO and APFNet, and hosted by APFNet, will be held in Kunming, China, 17-19 September 2014. 

Objectives

  1. Review the current statistical system for forest products production and trade at the national and state/provincial levels;
  2. Identify main weakness and constraints in the current national statistical system, and develop a set of alternative frameworks and approaches that provide better information on forest products trade and production;
  3. Review the data published by ITTO and FAO on forest products production and trade;
  4. Identify potential discrepancies in trade statistics between trading partners;
  5. Propose ways for data improvement.

Participation and funding

Two representatives from each member economies (Cambodia, China, Lao People Democratic Republic, Myanmar, Thailand and Viet Nam) in the region are expected to attend the workshop, preferably the official responsible for completing the Joint Forest Sector Questionnaire (JFSQ) or who is in charge of national statistics of production and trade for forest products, and an official from national customs responsible for collecting and compiling forest products trade statistics. Participants from academic institutions will also be invited according to the agenda by the organizers.

The two participants from each economy will be provided with necessary funding for participation, which includes a roundtrip economy class airfare, airport transportation, accommodation during the workshop as well as a certain amount of per diem according to the agreed standards by ITTO, FAO and APFNet.

National report

Participants are expected to provide a brief report on current status of forest products statistical system of the country and review the production data published by ITTO and FAO, identify potential reasons for discrepancies in trade statistics between trading partners, and propose ways to improve data. The participants are also expected to make a short presentation on the national report. The report will be included in the final proceedings of the workshop. The deadline for reports submission is 29 August 2014. (Please see Annex 2 for details on the reports preparation)
