Background

2011 is an eventful year for APFNet. On one hand, regular activities have been conducted smoothly with capacity building programs carried out and new pilot projects launched. Breakthrough has been achieved in institutional development as the Interim Steering Committee was set up as the advisory body to APFNet and the Executive Director of the APFNet Secretariat has been formally designated. Meanwhile, APFNet has also capitalized on some high-level platforms such as APEC and ASEM to uplift its profile and advance the regional cause of sustainable forest management as well as green economy.

APFNet’s success story relates strongly to the support and active involvement from its focal points of regional economies and international as well as regional organizations. Initially put in place in 2010 and further advanced in 2011, the Working Mechanism for APFNet Focal Points has very well connected APFNet with regional forestry actors and their concerns. In compliance with the Working Mechanism, the Third Annual Meeting of APFNet Focal Points is going to harness the momentum of 2011 and further improve the Working Mechanism.

Expected meeting outcomes

The Third Annual Meeting of APFNet Focal Points will build on outcomes in the second meeting. Specifically, the third meeting will:

  1. Review and adopt the APFNet annual work plan 2012;
  2. Review and adopt the APFNet membership development procedures;
  3. Strengthen effective communication among focal points and the Secretariat;
  4. Develop feasible options for focal points to be better involved in APFNet development.

Participants

All APFNet focal points (or their representatives) will be invited to the meeting. Representatives from other economies and other entities, upon request, are welcomed to join.

Major agenda items (see the provisional agenda for details)

As agreed at the second meeting, Malaysia will chair the third meeting with Australia as the vice-chair. Tentative meeting agenda items include:

  1. Opening remarks and adoption of the meeting agenda;
  2. Update on the progress of APFNet in 2011 and the recommendations from the Interim Steering Committee on the 2012 annual work plan;
  3. Review and adopt the 2012 annual work plan;
  4. Review and adopt the APFNet membership development procedures and improve the Operational Framework of APFNet;
  5. Update on APFNet projects progress and implementation;
  6. Ways to harness the role of focal points;
  7. Setting the time & venue for the next meeting;
  8. Conclusion

Funding mechanism

Representatives are encouraged to cover their expenses of attending the meeting; while if self-funding is difficult, one participant from a developing economy are eligible to apply for funding from the APFNet Secretariat. The funding includes a return economy class airfare to Beijing, transfers from the airport to the hotel and accommodation during the meeting, as well as a certain amount of per diem according to APFNet financial policy.
