APFNet is scheduled to conduct the Mid-term Evaluation (MTE) for project Supporting Community Based Sustainable Forest Management and Economic Empowerment of Women in Central Region of Nepal [2013P4-NPL] in September 2016. One international consultant in the field of Sustainable Forest Management, Community forestry, and Women’s Economic Empowerment is invited for this mission.

2. Work Time

The duration of Consultant performing the MTE Services will be from August 26th to October 10th, 2016. Working days will depend on actual workload (no more than 13 working days in total).

An on-site evaluation will be undertaken during 11-17th September, 2016, which is perhaps to change slightly as the MTE proposes.

3. Duty Station

Home-based and Kathmandu, Makwanpur, Sarlahi District in Nepal, may travel to Beijing, China.

4. Project Description

The overall goal of this project is “Community forests and local livelihoods well developed and managed in sustainable ways as well as models and approaches on SFM recognized and applied by government and other communities”. Specific objectives are:

  • Demonstrate sustainable forest management practices and promote alternative energy to reduce pressure on forest and carbon emission;
  • Promote development of community forest-based mini-enterprises to improve wise use of forest resources and livelihood of marginalized communities; and
  • Draw good models of best approaches in which communities are empowered to manage and use forest resources in a sustainable way.

Launched on October 15, 2014, and the implementation of this project is now on its halfway. It is time to conduct a MTE of the project to assess project performance, identify problems and issues to be addressed in the next phase to achieve maximum outcomes.

5. Evaluation Objectives

The MTE specifically seeks to:

  • Comment on project design, in particular, the advantages and disadvantages of working as a consortium;
  • Assess project progress to date against objectives and indicators agreed for the project and likeliness to achieve project goal and objectives;
  • Figure out problems/challenges, corrective actions and give recommendations to the remaining project activities to ensure project goal and objectives achieved; and
  • Share evaluation findings among stakeholders to make any necessary adjustments in the project follow-ups.

6.Evaluation Approaches

The MTE is supposed to provide evidence-based information that is credible, reliable and useful. A mix of methods to help collect, process and verify data are listed but not limited to:

  • Desk review of project documents, including Project Document(PD), Annual Work Plan 1&2 (AWP1&2), Annual Progress Report (APR1) and Mid-term Progress Report(MPR), and any other relevant and related project materials available;
  • Review the Guidelines for APFNet Project Monitoring and Evaluation document and develop the MTE plan;
  • Meeting, consultations or interviews with representative of project steering committee members, project director, project coordinator, project field staff, community heads and members and any other stakeholders involved;
  • Filed visits to three project implementation sites (Kathmandu, Makwanpur and Sarlahi) in Nepal;
  • The draft mid-term evaluation report will be presented to the consortium for feedback before submission of a final report to APFNet at the end of the third week of the evaluation time. Any issue over which there is disagreement or difference of opinion between the evaluator and the consortium will nevertheless be highlighted in the report.

7. Deliverables

  • A detailed evaluation plan (format of evaluation report is needed) that is reviewed and approved by APFNet;
  • A project evaluation report with supporting documents;

8. Qualifications

  • Professional knowledge and experience in the following fields: (i) sustainable forest management; (ii) community forestry or community-based participatory approaches especially for poor or marginalized women; (iii) background knowledge in Nepal forestry status and policy would be a good asset; (iv) experience in project evaluation in Asia-Pacific region;
  • Doctor or Master degree in Forest Management, Natural Resources Management, Community-based economics, or any other related major;
  • Minimum of 5 years of working experience in the relevant field;
  • Fluency in English with excellent communication skill (oral, written and speaking);
  • Good health condition.

- Other Experience and Expertise (e.g. Internships/ voluntary work, etc.)

- Expectations regarding consultancy fee.

  • At least two samples of evaluation reports undertaken in the last seven (7) years.
  • A proposed outline (about 3 pages) for the evaluation to be conducted, including key elements of the evaluation.
