Project agreement signing ceremony
The agreement on the Sustainable Forest Management Project in Northern Part of Laos, under the platform of ASEM, was signed between APFNet and Ministry of Agricultural and Forestry (MAF) of LAOS on March 31, 2014 in Vientiane, Lao PDR.
Sustainable Forest Management Project in Northern Part of Laos, as a forestry demonstration project, was proposed by the former Chinese Premier Wen Jiabao at the Ninth ASEM Summit held in November 2012. The APFNet was delegated by the State Forestry Administration of China to design and implement the project. The project aims to promote the sustainable forest management in three provinces (Luang Namtha, Oudomxay and Borkeo) in north part of Laos, by
Exploring and demonstrating effective approaches on forest restoration and forest management, which can help to generate sustainable flow of benefit to closely related stakeholders,
Strengthening capacity of forest officers of Lao on forest management and forest law enforcement,
Promoting trans-boundary cooperation on biodiversity conservation between China and Laos, and
Sharing the information and knowledge of best practices on forest restoration and rehabilitation.
As the project executing agency, Ministry of Agriculture and Forestry of Lao PDR is responsible for the project coordination and implementation. Ministry of Nature Resource and Environment of Lao PDR and Xishuangbanna National Nature Reserve of Yunnan will get involved in the project as the key partners. The budget of the 5 year project totals about USD3.6 million, among which, USD 3 million granted by the Chinese Government through APFNet.
On behalf of the project donor, Mr. Chen Shuxian, vice minister of State Forestry Administration (SFA), presented the ceremony and witnessed the signing of the project agreement. The Project under the ASEM platform will build a new bridge for China and LAOS to strengthen the further cooperation in forestry sector, Chen addressed at the meeting with Dr. Ty Phommasack, vice minister of MAF. Dr. Ty Phommasack appreciated Chinese government and APFNet for the long term supports on forestry development of Lao. He was deeply impressed by the China successful experiences achieved on forest management and ecological development, MAF would like to take this opportunity to learn from China and collaboratively with SFA to promote regional forestry development. Officers from MAF, Ministry of Natural Resources and Environment, and Chinese Embassy in Laos attend the ceremony.
A press conference was jointly organized by SFA, MAF and APFNet after the agreement signing ceremony. Mr. Chen Shuxian, Dr. Ty Phommasack, Mr. Qu Guilin, Executive Director of APFNet and Mr. Khamphay MANIVONG, Acting Director General of Department of Forestry of MAF, responded the concerns of the journalists on the project management, potential impact and significance to the forest practices of other economies. Lao National Television, China Radio International, Vientiane Times and other popular media of Laos reported this event.
